Whenever I use the basic transform tool to just rotate or move anything, it's incredibly laggy. I'd also like to mention we can rule out any PC problems being the issue, I have a Ryzen 7 2700X 8 core CPU running at average 3.8 GHz and a very nice GPU as well. I'd like to be able to go up to at least 11 x 17 inches too (3300 x 5100 pixels). My test canvas was a standard letter size 2550 x 3300 pixels (8.5 x 11 inches) at 300 dpi. I want to use this program for comics but also professional illustration, and therefore I require a minimum resolution of at least 300 dpi as my standard, I should not have to lower it for this program to run. I'm very new to clip studio paint, and I just paid for the $200 EX version license.
